I believe the main theme of the Clown Punk is the sympathy for minority. In this poem, we can know that minority refers to punk culture. The speaker feels sorry for the clown punk because punk is the culture that will fade soon. The speaker knows that punk is the fad. This is the reason why the speaker wonders what will happen to the clown punk after 30 years later. If we think about a grandfather with tattoos, it's going to be awkward. But the speaker also doesn't take the poem or the conflict seriously, by stating 'let it rain' at the end of the poem. Basically, he is saying to forget about the clown punk. Another theme is that nature of fad that disappear soon. And the example used in this poem is punk culture.
The tone of the poem is empathic, serious and kind of sober. The mood of the poem is dark as well. The setting, which is in the shonky town, makes the mood darker.
We can learn a lot about the speaker in the poem. First, he is an adult with kids who can drive. He is also an observant man in that he actually counts how many times does he see the clown punk. Simply, we can say that the speaker is interested in the clown punk on the street. Lastly, he feels compassion toward the clown punk.
